Buying a home in West Chester: what the loan looks like

West Chester is the county seat, a university town, and a Victorian borough with a downtown that closes Gay Street to cars every weekend all summer. The townships around it hold most of the houses, and the borough line changes the rules more than the price.

Brick rows downtown, colonials in the townships

Inside the borough it’s brick Federal and Victorian rowhomes and twins on the downtown grid, the historic district that’s been on the National Register since 1985, and a ring of student rentals around West Chester University. Outside the borough line, East Goshen, West Goshen, Westtown and East Bradford hold the 1960s-to-2020s singles, the townhome communities, and the new construction, and those townships are where most West Chester sales actually happen.

For the loan, a borough rowhome from the 1870s is an older-house appraisal: railings, paint, roof, knob-and-tube, the usual. A Goshen colonial is a straightforward conventional purchase with 3% to 5% down, or jumbo if the loan crosses $832,750. A house near the university that you plan to rent out is an investment property loan with 15% to 25% down, and the lender will ask if you plan to live in it. Answer honestly. They check.

What it costs

A local brokerage’s July 2026 report put the borough’s median sale at $695,000. Across the whole West Chester Area School District the median ran $744,950 as of June 19, 2026, with about 28 days on market and $332 per square foot. Zillow’s home value index for West Chester sits at $586,122, up 5.3%, which reflects the mix of condos and townhomes in the wider area. The borough, in other words, sells at a premium to its own suburbs.

Transfer tax is the standard 2% in the borough and the Goshens. On a $695,000 house that’s $13,900 at closing, $6,950 of it customarily yours. Chester County’s higher-rate towns are Coatesville, Malvern and Tredyffrin, none of which carry a West Chester address.

School tax is West Chester Area School District at 24.16 mills for 2026-27 in Chester County, roughly $148 more for the average homeowner this year on a $344.99 million budget. The district’s Delaware County slice pays 12.22 mills, about $433 more on average, because Delco reassessed to market value in 2021 and Chester County hasn’t reassessed since 1996. Chester County assessments run at about 30% of market, so a $695,000 house assessed around $210,000 pays roughly $5,074 to the district before the municipal and county lines. Ask for the actual bill.

Programs that apply here

At borough prices, the assistance programs mostly don’t fit. PHFA’s Keystone Home Loan caps the price at $588,800 for reservations from July 1, 2026, and the Housing Partnership of Chester County’s loan of up to $40,000 is limited to buyers at or below 80% of area median income and to homes under HUD’s HOME price limits. Both apply to the condos, the smaller twins, and some township townhomes. The assistance guide has the income tables.

FHA at $630,200 covers the lower half of the market. USDA does not reach West Chester; the eligible part of the county starts around Kennett Square and Cochranville to the south and west.

Above the conforming limit, which at 20% down means a purchase price over about $1.04 million, the loan is jumbo. The larger East Bradford and Westtown properties get there.

The borough line

A West Chester address tells you the post office. It doesn’t say if you’re in the borough, with its own council, its HARB, its parking rules and its student-rental blocks, or in one of four townships with their own tax rates and none of that. The school district is the same across all of them, so the school bill doesn’t change at the line. The municipal bill does, and so does what you can do to the front of the house.

Inside the historic district, the HARB reviews demolition, renovation and exterior alterations before council votes. Windows, siding, additions and signs all go through it. Buy a borough Victorian planning to replace the windows next spring and you’re planning a hearing. Budget the time.

The Paoli/Thorndale Line doesn’t come to West Chester. The nearest stations are Exton and Malvern, and the drive to either one is part of your commute. Buyers moving from a Regional Rail town sometimes discover this after closing, which is late.

Weekends on Gay Street

From May 1 through September 27, 2026, four blocks of Gay Street from Matlack to Darlington go car-free every weekend for the Open-Air Market, and new retractable bollards make the Friday close and Monday reopen quick. QVC’s headquarters and studios sit in West Goshen on the old Commodore campus, the county courthouse and offices are downtown, and the university keeps the restaurants full on a Tuesday. It’s a county seat that behaves like a college town on weekends, and a college town that behaves like a county seat on weekday mornings. The parking enforcement works either way.

Is West Chester Borough different from a West Chester address?

Very. The borough is the compact historic core with its own council, its Historical and Architectural Review Board, and student rentals near West Chester University. West Goshen, East Goshen, Westtown and East Bradford townships all carry West Chester addresses with their own municipal taxes and rules, and that's where most of the 1960s-to-2020s singles and townhomes are. Same schools, different everything else.

What does the HARB mean for a buyer?

The borough's Historical and Architectural Review Board advises council on demolition, renovation and exterior alterations inside the historic district, which has been on the National Register since 1985. If you're planning facade work, new windows or an addition on a downtown house, budget time for the approval. It doesn't affect the mortgage itself.

Can I use a conventional loan on a house I'll partly rent to students?

If you live in it, yes, as an owner-occupied purchase. If you're buying it purely as a rental, it's an investment property with 15% to 25% down and a different rate.
